IOWA ADOPTS STRICT ENGLISH PROFICIENCY ENFORCEMENT FOR CDL DRIVERS
Iowa has enacted a new law requiring commercial drivers to demonstrate English language proficiency (ELP), aligning state law with federal regulations.

Key dates
- The law takes effect onMarch 1, 2027.
🔹 The Iowa DOT will test the English proficiency of all applicants seeking a new or renewed CDL or Commercial Learner’s Permit (CLP).
🔹 Applicants who fail the exam will be denied issuance but may retake the test.
🔹 Drivers found operating a commercial vehicle without sufficient English proficiency may be:
• Placed Out of Service (OOS)
• Fined up to $1,000
• Subject to up to 1 year in jail
🔹 Motor carriers are prohibited from employing or contracting drivers who are not English proficient.
🔹 Carriers violating the law may face fines of up to $10,000.
🔹 Enforcement officers may place a motor carrier Out of Service if an investigation or audit shows the company allowed a non-English-proficient driver to operate a CMV within the previous year.
