Texas Updates CDL Rules: English-Only Testing & H-2A CDL Issuance Resumes
The Texas Department of Public Safety (DPS) has announced two important CDL-related changes effective June 1

✅ CDL & CLP Knowledge Tests Now English Only
All CDL and Commercial Learner’s Permit (CLP) knowledge exams must now be taken in English.
Spanish-language testing has been discontinued.
Interpreters are not allowed during knowledge exams.
CDL skills tests (pre-trip, backing, road test) have always been conducted in English.
Texas DPS says the change aligns with FMCSA English language proficiency requirements and helps ensure drivers can communicate safely on the road.
🚔 English proficiency evaluations will continue during roadside inspections and at weigh stations.
✅ Texas Resumes Issuing Non-Domiciled CDLs for H-2A Workers
Texas DPS has received FMCSA approval to resume processing non-domiciled CDLs and CLPs for individuals with H-2A (temporary agricultural worker) status.
At this time, only H-2A applicants are eligible. Processing for H-2B and E-2 categories will be announced later.
📄 Required documents:
• Unexpired foreign passport
• Valid or expired visa
• Form I-94 or I-797A showing H-2A status
⚠️ Non-domiciled licenses will be valid for a maximum of one year, in accordance with federal regulations.
